From Patchwork to Powerhouse: Building Climate Resilience Across the Super South
From Regional Risks to Local Responses
Dr. Patricia Yager opened by highlighting the Southeast as the epicenter of national climate vulnerability. Data from the Climate Vulnerability Index showed that this region faces compounded risks—extreme heat, failing infrastructure and growing populations in high-risk zones. Georgia, for example, has experienced the most billion-dollar disasters in the Southeast over the past decade. However, while the region shares broad exposure, resilience solutions must be locally tailored. Climate impacts vary dramatically across neighborhoods and counties, with some communities battling flooding from saturated septic systems while others face drought. Localized planning data is essential to build accurate risk profiles and must be integrated into state and regional frameworks to secure funding and guide long-term adaptation.
Resilience Demands Equity, Participation and Data Access
The session emphasized that climate vulnerability is socially constructed. In Georgia’s Black Belt, climate risk maps consistently overlapped with maps of energy burden, life expectancy and poverty. These patterns revealed that climate resilience cannot be separated from racial and economic justice. Equity must shape every step of the process—from how data is gathered to how solutions are prioritized. Organizations like Black Voters Matter are now expanding their advocacy to include environmental justice, showing how climate is interwoven with broader civic empowerment. In this vacuum of state leadership, community-based participatory research is proving critical. In places like Augusta, partnerships between local leaders and academics have successfully embedded resilience into municipal planning, unlocking access to federal and state funding streams. Georgia’s legal structures require local origination of resilience plans, making these partnerships not just helpful but necessary.
Academic Institutions Are Filling Strategic Gaps
With Georgia lacking a statewide climate action plan, academic networks are stepping in to build the infrastructure needed for scalable resilience. Initiatives like the Georgia Climate Project and the forthcoming Institute for Secure, Sustainable and Resilient Futures at UGA are anchoring technical assistance, workforce development and decarbonization modeling at the regional level. These efforts are supported by philanthropic organizations and are filling the void left by limited federal programs such as NOAA’s CAP centers, which are unevenly distributed across the Southeast. By training students, convening stakeholders and helping communities translate science into action, academic institutions are becoming critical engines for capacity building in the absence of comprehensive state support.
The Super South Must Unite for Regional Resilience
The session closed with a strategic call to action: the Southeast must adopt a unified, regional identity to confront shared climate challenges. The idea of the “Super South” goes beyond geography. It represents a mindset of collaboration over competition. Fragmentation—by state, county or institution—will only undermine the ability to respond to increasingly complex threats like compound flooding and extreme heat. Regional coalitions, such as those supported by the GEOS Institute, offer blueprints for cross-state data sharing, resource pooling and policy alignment. The speaker urged that only through this collective approach can the Southeast transform from the nation’s most climate-vulnerable region into a leader in adaptation and resilience.
