From distributed energy’s economic potential to the challenges of federal policy uncertainty, these speakers unpacked what it takes to build a grid that is resilient, affordable and inclusive.
Durable Policy for a Shifting Landscape
Panelists emphasized that energy policy must be built for longevity. One panelist underscored the importance of creating frameworks that endure beyond political cycles, especially given geopolitical instability and rapid technological advancement. For Georgia, that means ensuring energy policies remain relevant and effective across changing administrations and market forces.
Another speaker highlighted the challenges of keeping affordability at the forefront, particularly as ratepayers shoulder the costs of nuclear buildouts, coal ash remediation and global fuel price swings. Tools like prepaid billing programs offer some relief, but broader strategies are needed to align clean energy growth with long-term cost stability. The consensus was clear: public trust and sustained support depend on strategies that protect reliability while keeping energy accessible.
Georgia’s Renewable Strategy: A Three-Phase Journey
A panelist described Georgia’s clean energy transition in three distinct phases. The first involved cautious observation, waiting for solar costs to reach parity. The second saw the launch of competitive procurement programs that built one of the strongest distributed generation markets in the country. Now in its third phase, Georgia faces new headwinds—tariffs, evolving tax policy and land constraints—that demand flexibility and innovation.
The state’s vertically integrated utility model has allowed for comprehensive planning as the grid prepares to double in capacity to meet demands from electrified transport, heating and industrial expansion. While centralized infrastructure remains dominant, panelists projected that 10 to 20 percent of new capacity will come from distributed energy sources like rooftop solar and batteries, offering faster and more adaptive deployment.
Distributed Energy as an Economic Lever
One speaker argued that distributed energy is more than an efficiency tool—it is an economic engine. Strategically placed solar and storage can eliminate the need for costly grid upgrades while generating direct income for property owners through hosting payments.
These systems reduce overall system costs without requiring customers to invest upfront, making them both financially practical and socially inclusive.
Community engagement emerged as a priority. Attendees pressed for more investment in community-scale solar and clearer communication about energy program design. Panelists responded by reaffirming the need for public-private collaboration and programs that reflect local needs and deliver tangible economic benefits to underserved communities.
Federal Policy and the Need for Certainty
A panelist highlighted the Inflation Reduction Act’s transformative role in accelerating clean energy investment, with Georgia securing 33 major projects and over $130 billion in private capital nationwide. Yet they warned that wavering political support in Washington threatens to undermine this progress. Already, some projects have been delayed or scrapped due to policy instability.
Tax incentives for renewables, electric vehicles and advanced manufacturing remain essential. Without them, private investors will hesitate and the progress made in job creation and emissions reduction could unravel. Another speaker added that Georgia continues to expand solar capacity, with plans to reach 11,000 megawatts by 2035, including efforts to enhance rooftop solar through improved program structures that make solar-plus-storage more grid-responsive and appealing.
